Steve Arnold

Steve Arnold holds the role of Director Strategic Investments in the Group Finance and Investment Branch of Transport for New South Wales.  Key functions of the Strategic Investments team include developing the ten-year capital investment portfolio for the Transport cluster, leading the cluster’s relationship with external funders such as the Australian Government Department of Infrastructure and Infrastructure NSW, and advising on investment prioritisation.

The NSW Transport cluster capital budget is a record $AU55.6 billion over the four years 2019-20 to 2022-23.

Prior to joining Transport for NSW in 2017, Steve spent around 30 years with NSW Roads and Maritime Services and predecessor agencies.  He led the project development of many major projects across NSW.


Dr Neeraj Buch

Dr. Neeraj Buch is Professor of Pavement Engineering at Michigan State University. He holds a M.S. degree from the University of Michigan in Ann Arbor, and a Ph.D. degree from Texas A&M University at College Station. He has worked on numerous projects funded by state highway agencies (MDOT, CDOT, South Dakota DOT), the FHWA and the NCHRP. Professor Buch's research is in the area of design, analysis and rehabilitation of concrete pavements. Dr. Buch teaches undergraduate and graduate courses in concrete materials and pavement engineering.  He is also involved in teaching short courses on pavement design and rehabilitation and pavement materials for practicing engineers in Michigan. He has been a member of multiple TRB committees related concrete pavements and materials.  He is the past president of ISCP.


Jamie Egan

Jamie currently works for Lendlease Engineering as their National Pavements Manager with over 20 years’ experience in concrete production and paving. He began developing his in-depth knowledge of paving materials during hands-on testing, advisory and management roles with Pioneer Road Services and Blue Circle Southern Cement.  From 2003-2011 he controlled all aspects of paving on several of Lendlease’s milestone projects, including the M7 Motorway and Hume Highway Woomargama Alliance where he achieved the delivery of some of the company’s highest quality paving and receipt of number “Outstanding” KPI scores. He now supports tender and delivery teams in paving and quarrying operations across all Lendlease Engineering projects in Australia. 


Chris Harrison

Chris Harrison is the Director of Engineering for Roads and Maritime Services, NSW.   In his current role he is responsible for managing engineering services in the RMS.

He has over 35 years of experience in the road, traffic and transport areas.  He has held senior management positions in both the public and private sectors. He has managed major projects in Sydney including works on the M1, M2, M4, and M5 (west) motorways as well as significant road maintenance and construction projects in rural areas. Chris has tertiary qualifications in Civil Engineering, Transport and Management.


George Panagopoulos

George currently works for the Department of Planning Transport and Infrastructure (South Australian Government) as Senior Project Manager on the Northern Connector Project, with over 15 years’ experience.  George graduated from the University of South Australia with a Bachelor of Engineering and began his professional career in concrete and quarry operations at the former CSR Readymix, Adelaide. In 2008 George joined the DPTI and held a variety of roles on a number of significant road and rail projects, including the award winning Goodwood Grade Separation Project. In 2014 George was named South Australia’s AIPM’s Young Project Manager of the Year.  In 2015 George was appointed Senior Project Manager of the 15.5km $885 million Northern Connector Project, responsible for delivering South Australia’s first major concrete pavement due for completion December 2019.  George is an integral representative in the implementation of Plain Concrete Pavement as the pavement solution for this important project.


Leif Wathne

Leif is Executive Vice President of the American Concrete Pavement Association where he is responsible for various technical, policy and federal/state agency-issues related to highway funding, concrete pavements and sustainability.  Prior to joining ACPA, Wathne served for nearly a decade as a project engineer in FHWA’s Office of Pavement Technology in Washington DC, and as a concrete research engineer at FHWA’s Turner-Fairbank Highway Research Center in McLean, VA.  Wathne is a registered professional engineer (PA), and holds a Master of Science degree from Pennsylvania State University and a Bachelor of Science degree from University of Connecticut.

Prof Rolf Breitenbeücher

Prof. Rolf Breitenbücher is the head of the Institute for Building Materials at the Ruhr University Bochum. His research interests are mainly focused on the experimental investigation of concretes, especially in tunnelling and traffic areas, on the durability of concrete at chemical exposure, the effect of cyclic stresses on the microstructure, as well as on shotcrete and fiber-reinforced concrete. Prof. Breitenbücher studied civil engineering (major: structural engineering) at the Technical University Munich. He received his PhD at the TU Munich in 1989. He was the chief of the central materials laboratory of the Philipp Holzmann AG in Frankfurt/Main from 1992 to 2002. In 2003, he was appointed Professor for building materials at the Ruhr University Bochum.Prof. Breitenbücher is a member of several normative panels. He is the chairman of the European standards committee for “concrete” of the national DIN-committee “Beton”. Additionally he has published more than 125 scientific papers.


Thomas Burnham

Currently a Senior Road Research Engineer with the Minnesota Department of Transportation.  Have been involved with pavement and materials research for over 27 years, with a strong focus in the areas of concrete pavement design, construction, maintenance and performance.  Recent research focus has been on improvements to the design and performance of thin concrete overlays. Principal/founding researcher at the MnROAD pavement test facility. Author/coauthor on over 50 peer reviewed publications.Current member of TRB committees AFN 40 (Concrete Materials and Placement Techniques) and AFD50 (Design and Rehabilitation of Concrete Pavements). Current chair of technical advisory panel for NCHRP Project 01-61 on the Evaluation of Bonded Concrete Overlays on Asphalt Pavements.Current member of the board of directors of the International Society for Concrete Pavements.


Corey Zollinger

Corey is the Director Paving Solutions at CEMEX, Inc. He provides technical support for Conventional Concrete Pavement, Roller Compacted Concrete Pavement, and cement stabilization installations to owners, specifiers, and contractors.
